California Social Work Licenses

California offers only two license levels, both requiring master's degrees. This streamlined system focuses on clinical practice with the highest social worker compensation in the nation.

Associate Clinical Social Worker

ASW

Entry-level registration for MSW graduates. Required before accruing supervised experience. Allows supervised clinical practice in preparation for full LCSW licensure.

Requirements:

  • Master's degree in Social Work from CSWE-accredited program
  • Official transcripts sent electronically by school
  • Additional coursework (66 hours in-state, 81 hours out-of-state)
  • Pass California Law & Ethics Exam
  • Live Scan fingerprinting and background check
  • Cannot work independently or bill clients directly

Work Scope:

  • Supervised clinical practice in agencies or organizations
  • Employee or volunteer status only (not independent)
  • Gaining experience toward LCSW requirements
  • Mental health services under supervision

Fees & Renewal:

Registration: $75 • Annual renewal • 6-year maximum term (5 renewals) • Must pass Law & Ethics annually until passed

Licensed Clinical Social Worker

LCSW

Full clinical licensure allowing independent practice, private practice ownership, direct billing, and supervision of other social workers. The gold standard for clinical social work in California.

Education & Pre-Exam Requirements:

  • Completed ASW registration and Law & Ethics exam
  • 3,000 total supervised hours over minimum 104 weeks
  • 2,000+ hours in clinical diagnosis, assessment, treatment
  • 750+ hours face-to-face individual or group psychotherapy
  • 104 weeks of clinical supervision (minimum)
  • 52 weeks individually supervised, 13 by LCSW

Examination & Licensure:

  • Pass ASWB Clinical Level examination ($260 fee)
  • Submit LCSW Licensure Application
  • Request Initial License Issuance ($200 fee)
  • Complete within one year of passing Clinical exam

Independent Practice Authority:

  • Diagnose and treat mental health conditions
  • Provide individual, group, and family therapy
  • Open and operate private practice
  • Bill clients and insurance directly
  • Supervise ASWs and other mental health professionals

Renewal Requirements:

Biennial renewal: $220 • 36 CE hours (6 ethics) • One-time courses: HIV/AIDS, child abuse, suicide risk

⏰ Critical 90-Day Rule

You MUST register as an ASW within 90 days of MSW graduation to count supervised hours toward licensure. Hours earned before ASW registration do not count toward your 3,000 hour requirement except under specific 90-day rule provisions.

📚 Unique California Law & Ethics Exam

California requires a state-specific Law & Ethics exam in addition to the ASWB Clinical exam. This exam must be taken annually during ASW status until passed, and must be passed before obtaining a subsequent ASW registration.

⏳ 6-Year ASW Time Limit

ASW registration has a maximum 6-year lifespan (5 renewals). If you don't complete LCSW requirements within 6 years, you must apply for a subsequent registration and cannot work in private practice settings thereafter.
